This is a webquest for rating some of the first Emperors of Rome, by establishing a set of criteria, researching the Emperors online, and ranking them according to the established criteria.
Introduction

Welcome to ancient Rome!
After the death of Julius Caesar, the Roman Republic experienced bloody civil war as various armies and rivals vied for control. Eventually, in 27 BC, Caesar's adopted son, Octavian (later Augustus), seized power and was declared emperor. The Roman Empire went on to exist for another 500 years.
The emperors held almost unimaginable power. They had control over huge amounts of land, great armies, vast fortunes, and some were even worshiped as gods - but what kind of men were these emperors? What kind of acts did they commit as emperor, and what effects did these acts have on the Empire?
