Introduction
As the Founding Fathers were trying to create a new form of government they were troubled. There wasn't a government that existed that they thought was effective. They knew they didn't want a system similar to England. That is why they sought independence. Their first try, known as a confederation, was unsuccessful. What to do? And then it came to them, Federalism.
