Circumstances have necessitated the mass deportation of people from all parts of the world to form a new country. You, and your group,have the responsibility for developing a new government which will be acceptable to the new citizenry and to convince the new leader and citizens that your chosen government will be the best possible option.

Introduction

 What a shock! The unthinkable has happened! Due to a series of unfortunate actions on the part of countries throughout the world, and circumstances spiraling out of control, hundreds and thousands of people from numerous countries and from nearly every continent are being displaced. Large numbers are arriving in your country everyday, expecting the opportunity to settle and start over. But how can so many people from so many different backgrounds and cultures come together and live peacefully side by side? What form of government will be used and how will it be implemented and enforced?
