Conclusion

The NTCC’s specialized knowledge of cross-cultural behavior and expertise in applying cross-cultural value theories to the Devils Tower situation was critical towards recommending a new solution to the crisis.  Your recommendations were based on group consensus, which until your involvement was lacking in the ‘June voluntary climbing closure.’

The complex nature of this Controversy required an in-depth analysis and effective coordinated, collaborative group work.  Understanding the factors related to the crisis from individual cultural perspectives of these stakeholders helped the NTCC in addressing the significant cross-cultural issues involved in the case and finally developing a consensus statement.

We hope the NTCC’s efforts will assist the National Park Service, in terms of managing the monument without upsetting the delicate balance between culture, environment, tourism, and recreation.
