Although this webquest is designed for a specific class, it can be easily modified.  Any teacher who withes to use the quest as it is should have access to the following resources.

Access to Computers/Laptops

Access to Internet

Possible guided notes worksheets to ensure students properly research all sources

Time= 1-2 weeks

While the amount of resources is fairly simply, the time dedicated to the webquest greatly depends on students' prior knowledge.  As it is written, this webquest assumes that students have had practice 1)researching on the Internet and 2) writing persuasive essays in proper format.
